MAX changelog updates:

- `benchmark_serving.py` script can now collect AMD GPU statistics.

- **KVCacheManager interface changes** : The `KVCacheManager` interface has been  
combined with the single `PagedKVCacheManager` implementation. The `prefetch`  
API has been renamed to `maybe_reserve`.
