`conforms_to(DeviceContext[].ExecutionConfigType, ClusterExecutionConfig)`.

- A bare `DeviceContext` is now an unbound parameterized type, not a concrete  
type.

Mojo changelog updates:

- [stdlib] Add `null` for passing null optional pointers
- [stdlib] Remove pre 1.2 deprecations
